Soul City was a government-funded community meant to house Warren County's burgeoning African-American population.  Houses were built, with federal dollars, but the project was never finished, resulting in a current ghost-town like state.  All that's left other than a few buildings is the sign announcing the town, an introduction to miles of roads that lead nowhere.
